The eagle’s heads facing the opposite symbolize the past and the future.

On the other side, the reverse features the Bicephalous (2-headed) Eagle -- a symbol associated with the Roman God Janus, the God of all origins, doorways, and contracts. The heads facing opposite directions are said to symbolize the past and the present.
